Answer: Completing I.R.S. Form 12277 is not difficult, but I.R.S. rules for withdrawal are complex.
The requirements are found under Internal Revenue Code Section 6323(j). There are also exceptions to the general rules. The required documents, as well as the narrative explanation, must satisfy those requirements.
