Is the UN Security Council Outdated?

Created after World War II, the United Nations Security Council has five permanent member countries: the United States, Russia, China, France and the United Kingdom. According to the UN, the Security Council “has primary responsibility for the maintenance of international peace and security”. What happens when UN Security members break the peace themselves -- as Russia has with its 2022 war against Ukraine? Is the UN Security Council outdated, as some experts argue -- or even undermining the UN's own credibility?

Dr. David M. Malone, Rector of the United Nations University and Under-Secretary-General of the United Nations, says, “Perhaps the powerful body in the world that fits least well with the realities of the world today is the [U.N.] Security Council…Absence of reform of the Security Council is actually gnawing at the credibility of the whole organization. Other things also gnaw at the credibility of the organization, but nothing more so than when the Security Council is ineffective in maintaining the global peace.”
