Tesla Giga Berlin Suddenly Gets an Unexpected Support for Bureaucratic Reform

Tesla Giga Berlin’s criticism of the German bureaucracy resonates in Brandenburg. The Minister for Economic Affairs, Labor and Energy of Brandenburg is calling for a simplification of the industrial planning law and also hopes that Tesla Giga Berlin will start production in 2021.

Tesla Giga Berlin is still waiting for final environmental approval from Brandenburg’s State Office for the Environment (LfU). Despite this, the state’s Minister of Economics, Jörg Steinbach, remains hopeful that Tesla will produce its first vehicle in Giga Berlin by the end of this year.

“I hope that the first car that comes off the production line will be born in 2021,” Steinbach stated. Initially, Gigafactory Berlin production was scheduled to start this month. The company planned to produce 500,000 Tesla Model 3 and Tesla Model Y vehicles in Giga Berlin every year. However, Tesla has not received final approval for Giga Berlin’s construction or production.

“Even more complex and protracted planning procedures with multiple filings and protracted planning procedures with multiple filings and almost endless expert battles have developed into a massive investment barrier for Germany,” said Holger Lösch, BDI’s Deputy Chief Executive of Industry Association, to Handelsblatt.

Mr. Steinbach, is it because of the bureaucracy that the Tesla plant has not yet been approved? Or at the company because it is in constant need of change?
There are several reasons. One of them is the corona pandemic, another is the complexity of the project. At first, it took months to find a suitable place in view of the hygiene and distance rules to physically hear the project critics. Then Tesla changed the building application again significantly due to the newly added battery production. Both together have delayed the progress of the proceedings.

When can the start of car production be expected?
I hope that the first car to roll off the assembly line will be born in 2021.
Not every company, like Tesla, can take the risk of building through pre-approvals. That can't be right, can it?
The legal framework allows pre-approval. I invite every company to come to Brandenburg to invest with the same mentality and willingness to take risks as Tesla. German companies can take an example here, provided they are willing to undertake this adjustment process.
Are there any companies as willing to take risks as Tesla?
We are currently negotiating with several potential investors. Admittedly, these are all foreign companies.
What kind of companies are they, what industries do they come from?
I'll tell you when we've got this dry. Incidentally, the instrument of early approval has already been used by other companies in Brandenburg - but not to the same extent as by Tesla.

Tesla has criticized the bureaucracy in German planning law and made proposals to reduce bureaucracy. What do you think?
I think it advisable to carefully analyze the planning and approval law once again after the Tesla process has been completed. This should be done with the participation of the relevant federal ministries, which have already signaled their interest. As far as the application of the Federal Immission Control Act and the associated approval procedures are concerned, we are perhaps in a tunnel of operational blindness and may not see the points that need to be modernized and reduced in bureaucracy.
