Unknown Gap Body Song - March 2004 Help!

Can you help me decipher this song and artist? This song is on the March 2004 GapBody In-Store Playlist. I was given the CD but no playlist, which I had to reconstruct. This one song has eluded all of my attempts at figuring it out.

It has to be from February 2004 or before.
