Found Object ('Street Contraption') - an interrogative micro documentary

A found object ('unknown contraption') discovered at a bus stop in downtown Seattle, WA (2023). One is tempted to dismiss is as the product of a mentally ill mind...but even still, to the person(s) who constructed it, it served a purpose; it had a function. On the other hand, perhaps it was a (temporary) public art installation. All guesses or creative explanations are welcome! (note the attached hose inserted into the resealed, empty popcorn bag).
