New model in place at the turn of the year 2023/2024
With the changes in the work permit process, the Swedish Migration Agency has committed that the processing time for highly qualified labor will be 30 days.

The new model
Today there is a certification system to handle work permit matters. The system has grown large and no longer fulfills its original purpose. The new model will replace the certification system, which will be phased out. The model will also provide better service to employers who hire highly qualified labor and shorten processing times. The model contains four categories.

Category A includes work permit applications for highly qualified occupations. The term highly qualified is defined in the standard for Swedish occupational classification (SSYK) and applies in category A to the three occupational areas: managerial occupations, occupations requiring in-depth university education, and occupations requiring university education or equivalent.

This category will be the authority's way of replacing the current certification system. The ambition is for complete applications for highly qualified labor to be handled within 30 days.

Category B includes applications for work permits in occupations with special rules, such as seasonal occupations, berry pickers, group transfers (ICT), permits according to the EU Blue Card Directive, artists, researchers, athletes/coaches, au-pairs, trainees, youth exchange agreements and volunteers. But also applications to start a business and so-called track changers from asylum.

Category C includes occupations that do not require any higher academic competence, i.e. not highly qualified positions in industries that do not particularly require investigation. This category includes, for example, occupations that constitute an important social benefit even if they do not meet the criteria to be classified as highly qualified. Within this category, applications relating to major new establishments in growth areas are also handled.

Category D includes work permit applications relating to employment in industries that the Swedish Migration Agency defines as particularly requiring investigation, including cleaning, construction, personal assistance, as well as hotels and restaurants.
