Pakistan has reportedly sealed a historic $4 billion arms deal with Libya’s Libyan National Army (LNA)—marking one of the largest weapons exports in Islamabad’s history.

The deal includes Super Mushak trainer aircraft and JF-17 fighter jets, a platform co-developed with China, destined for the forces of Khalifa Haftar, who controls eastern Libya and rejects the UN-backed government in Tripoli.

Libya has been under a UN arms embargo since 2011, yet weapons have continued to flow through third-country routing, mercenary networks, and civilian cover labels. It remains unclear whether any UN exemptions were sought, but the deal once again highlights how international restrictions collapse when money meets instability.
