A landmark high-rise in Zhengzhou tilt; bridges collapsed; building broke down after flooding

In 2016, Zhengzhou announced that it would invest 53.48 billion RMB (about $8.45 billion)to build a "sponge city" for drainage and rain prevention by 2020. But in this flood test, the sponge city project does not look like it's working.
On July 21, China's official media, CCTV, reported that the "sponge city" only works for small to medium rainfall, and cannot cope with "heavy rainfall of more than 100 years". So, it is probably because nature did not cooperate with Zhengzhou's sponge city project, and the amount of rain it put here was not in the Chinese government's urban construction plan.
The floods in Henan also revealed several loopholes in the urban infrastructure and planning and construction of Zhengzhou and other places: poor drainage systems, unsound roads, poor foundations,
power outages due to heavy rains and flooding, water outages due to power outages, and obstruction of emergency water supply
and transportation of relief supplies.
It is believed that this is not only a problem in Zhengzhou as a city, but the worrying quality problems in Chinese manufacturing, which are becoming more and more evident in the flood-washed land.
