For every road test, regardless of where you are in the world, there are 4 fundamental components for which examiners looking for competency:
1) speed management
2) space management
3) observation
4) communication
Shoulder checking fulfills the observation component o the road test. Owing to the fact that any vehicle has blind spots--areas around the vehicle that cannot be seen with mirrors--you must shoulder check to see if there are other road users within proximity of your vehicle - especially other vehicles, cyclists, scooters or pedestrians.
To shoulder check, you simply move your head 90° degrees in the direction you are going to turn or move the vehicle.
You must shoulder (head) check every time you move the vehicle laterally. And before executing a manoeuvre, you must both communicate your intentions.
Communicating your intentions to other road users is done via signals, lights, appropriate hand gestures, eye contact and the position of your vehicle.
When turning or merging, you must shoulder check twice: once before the turn, and again immediately before merging or turning. And when merging or changing lanes, you must also shoulder check two times before moving the vehicle.
