PIL means public interest litigation. It can be filed by any public-spirited person against any irregularity, illegality happening in any part of the country. The subjects and causes on which PIL can be filed are numerous but it should be against the government. No one can file his own grievances under the garb of a PIL or raise some proxy issue under the garb of a PIL.

PIL by implication means it should be filed in the public interest only and not to serve the interest of any individual either directly or indirectly.

PIL in High Court is filed under Article 226 of the Constitution of India which is a provision for the filing of the writ. As we know, the writ is considered as an extraordinary remedy and the High Court is empowered to issue the writ under these circumstances.

A PIL before High Court is always by way of a writ wherein any publically conscious person approaches the High Court seeking relief for some other person or group of persons. It can be for a class of people.

PIL in High Court is against the inactivity of government or some wrong policy or non-enforcement of any law.
Online PIL can now be filed in form of a petition as per the applicable rules of the respective High Court. There is a portal of general filing for the High Court. Anyone willing to file a PIL can create his ID and file the online PIL through the said link in the respective High Court.
The procedure for filing a Public Interest Litigation (PIL) in a High Court may vary slightly based on the specific rules and practices of the court. However, here is a general outline of the process:

Filing the petition: Visit the High Court's registry or the designated PIL section and submit the petition along with the required number of copies (as per court rules). You may need to pay a nominal fee for filing the petition.

Affidavit and supporting documents: Prepare an affidavit supporting the facts mentioned in the petition. An affidavit is a sworn statement affirming the truthfulness of the information provided. Attach copies of relevant supporting documents as annexures to the affidavit.

Respondents' reply: The respondents will have an opportunity to file a reply to your petition, presenting their arguments and providing their version of the events. This exchange of documents and arguments between the petitioner and respondents is an important part of the PIL process.

Court hearings: The High Court will schedule hearings to consider the PIL. During the hearings, both parties will present their arguments, and the court may ask questions or seek clarifications. It is essential to attend these hearings and present your case effectively.

Judgment and remedies: After considering all the arguments and evidence, the High Court will deliver its judgment. The court may dismiss the PIL or provide appropriate remedies. This can include issuing directions to government authorities or other parties involved to take necessary action, enforce laws, or address the issue raised in the PIL.

It is important to note that the specific steps and procedures may vary depending on the jurisdiction and practices of the High Court where you plan to file the PIL. The following writs can be prayed and issued by the courts under a PIL.
Mandamus- If the government body is inactive and not performing its duties.
Prohibition- Restricting any authority from exceeding the legal powers vested with him.
Certiorari- Setting aside a wrong application of the law by any legal authority or court.
Habeas Corpus- Producing the body before the court in case of kidnapping, illegal confinement.
Quo Warranto: Showing the legal authority of authority, his illegal or irregular appointment.
