The Malayalam Language Bill, 2025, passed by the Legislative Assembly of Kerala, seeks to formally establish Malayalam as the sole official language of the State for government administration, education, judiciary, commerce, and public communication, subject to constitutional provisions. The Bill proposes making Malayalam the compulsory first language in all government and aided schools up to Class 10, translating court judgments and laws into Malayalam in a phased manner, and expanding the use of Malayalam in the digital and IT domain through open-source tools. The legislation is currently awaiting the Governor’s assent.
The Bill has triggered opposition outside Kerala, particularly from the government of Karnataka, which has termed it unconstitutional and raised concerns about the rights of Kannada-speaking linguistic minorities, especially in the border district of Kasaragod. Critics argue that making Malayalam the compulsory first language may adversely affect minority students who currently study in their mother tongue. A memorandum has been submitted to the Kerala Governor seeking intervention to block the Bill.
