Sky News host Peta Credlin says "this shameful embarrassment of a Victorian government" needs "to be held to account".

"The Commonwealth is responsible for vaccine supply and it's the responsibility of the states to administer the system, to get this supply into the arms of residents," she said.

"Insofar as there's been a meltdown of Victoria's vaccine hotline, the fact the online bookings system started back in January, is still not delivered - all of that sits squarely with the state government.

"If Morrison's national vaccine rollout was in fact causing lockdowns, why are these problems in Victoria and nowhere else? Why is Victoria on lockdown four and no other state comes close?"
