The All-Russian Agricultural and Handicraft Industrial Exhibition in Moscow (1923) was intended, on the one hand, to reflect the first successes of the revival and development of agriculture, and on the other - to serve the goals of promoting the best practices of the Union republics and agricultural cooperation. For VSHV was assigned the territory of a wasteland, located on the site of the current Park of Culture and Rest (Gorky Park). The construction of the exhibition began in the fall of 1922 according to the general plan developed by I. Zholtovsky. He combined the advantages of regular organisation of the territory, allowing to receive large masses of visitors, with the principles of free planning in the recreation area. The main architect of the exhibition was A. Schusev . Basically, all the pavilions of the exhibition were built of wood, except for the pavilion "Mechanical Engineering ", built of reinforced concrete....
This exhibition was set up soon after the Great Famine of 1920-2, resulting from the years of civil war, severe flooding in the Volga region and the economic woes caused by Prodrazvyorstka. This in turn led Lenin to implement his NEP (New Economic policy). Whereby Soviet authorities partially revoked the complete nationalization of industry and introduced a system of mixed economy which allowed private individuals to own small enterprises... Under the NEP, not only were "private property, private enterprise, and private profit largely restored in Lenin's Russia," but Lenin's regime turned to international capitalism for assistance, willing to provide "generous concessions to foreign capitalism"...
As a result, agricultural production increased greatly...
This exhibition in Moscow came on the back of the NEP. Lenin expressed"... “I consider the exhibition very important and I trust all organisations to cooperate in full”.
The exhibition presented a cross-section of all achievements in the field of agriculture, as well as all that was new and promising in the agrarian sector, export opportunities of domestic products. The prospects of international cooperation were demonstrated as well....
The exhibition attracted 1,618,882 visitors from its opening on August 19 to closure on October 21, 1923,
