Land Parcel Map (LPM) to Replace Survey Numbers; Mandatory for Registrations Under Bhu Bharati
In a major reform aimed at ending land disputes and ensuring transparent property registrations, the Telangana government is set to introduce a survey-based land registration system under the Bhu Bharati Act. The new system will make the Land Parcel Map (LPM) number mandatory for booking registration slots on the Bhu Bharati portal, effectively replacing the decades-old survey number system.
Under the proposed changes, paper-based registrations will be phased out, and registrations will be carried out strictly based on field-level measurements rather than outdated records. Officials say that merely quoting a survey number will no longer be sufficient—registration will proceed only after the land is surveyed and assigned an LPM number that clearly defines its boundaries on the ground.
What is LPM and Why It Matters...
Unlike the traditional system where multiple owners existed under a single survey number, the LPM system assigns a unique identity to every individual land parcel, even the smallest piece of land. Each LPM will contain comprehensive data including:
Exact location of the land
Latitude and longitude (geo-coordinates)
Extent of land based on actual measurement
Status in revenue records
Using satellite mapping and field verification, the system will clearly show where a land parcel begins and ends, eliminating scope for double registrations, encroachments, and boundary disputes.
Cutoff Date for Survey Numbers Soon...
The Revenue Department has prepared proposals to fully transition to the LPM system. A cutoff date will soon be announced, after which registrations based on survey numbers will be discontinued. Until then, old survey numbers will be linked to LPMs to align historical records with the new system.
Officials estimate that about 2.83 lakh land accounts (survey numbers) across the state will be assigned LPM numbers under this new mechanism.
“What Exists on the Ground Is the Final Authority”
A key shift in the new system is the emphasis on actual land availability on the ground. Earlier, registrations were done solely based on title deeds and old documents, without verifying whether the claimed land physically existed.
Under the new process:
If records show 3 acres but field surveys confirm only 2.5 acres,
Registration will be permitted only for 2.5 acres.
This move is expected to put an end to the creation and sale of non-existent or excess land.
Multi-Level Survey to Ensure Accuracy
To avoid errors and manipulation, the government has designed a multi-layered
verification system:
Licensed private surveyors conduct initial field measurements
Government mandal-level surveyors verify boundaries and extent
Files move through a joint workflow involving Revenue and Registration departments
Officials say this two-to-three-stage filtering process ensures high accuracy and increases accountability, leaving no room for false survey reports.
Permanent Solution to Land Disputes...
The government believes that the LPM-based registration system will serve as a permanent solution to land disputes, ensuring that every inch of land is properly accounted for. In the long term, all land transactions, records, and registrations are expected to be handled exclusively through LPM numbers, marking a complete overhaul of the land administration system.
