**Ugandan President Museveni in South Sudan Amid Rising Tensions Between Kiir and Machar**

**Juba, South Sudan** – Ugandan President Yoweri Museveni arrived in South Sudan on Friday, amid escalating tensions between President Salva Kiir and his first vice president, Riek Machar. The fragile peace in South Sudan is under threat as a growing rivalry between the two leaders risks reigniting civil war in the east African nation.

The tensions reached a boiling point last week after Machar was placed under house arrest, following weeks of violent clashes between Kiir’s government forces and troops loyal to Machar. These developments have sparked widespread concerns about the stability of South Sudan, which has already endured years of brutal conflict.

Museveni, a long-time ally of Kiir, has previously intervened in the South Sudan conflict to bolster Kiir's government. Uganda has also deployed an unspecified number of troops to South Sudan in an attempt to secure Kiir’s position and prevent further escalation.

**The Spark of Tensions**

The latest flare-up in violence has been triggered by fighting between government forces and the White Army, a rebel militia believed to be aligned with Machar. This has intensified the existing friction between the two leaders, especially after Kiir's decision earlier in the year to dismiss key officials who were seen as loyal to Machar. Machar has accused Kiir of undermining the peace agreement with unilateral decisions, warning that such actions threaten the stability of the peace pact.

In the wake of last week’s helicopter incident, Kiir urged calm in a statement, pledging that his government would handle the crisis and remain committed to peace. However, the growing distrust between the two leaders, along with the increased violence, has left many fearing that the country could once again descend into civil war.

**Historical Context: South Sudan's Civil War**

The rift between Kiir and Machar has deep historical roots. The outbreak of civil war in December 2013 was sparked by a political dispute between the two leaders, which quickly escalated along ethnic lines. Kiir, an ethnic Dinka, accused soldiers loyal to Machar, an ethnic Nuer, of attempting to seize power. What followed was a brutal five-year civil war that saw more than 400,000 people killed, and millions more displaced.

Machar, who fled Juba during the early stages of the conflict, later led a rebel movement that came close to capturing the capital before being repelled by a joint force of Kiir’s soldiers and Ugandan special forces.

**A Fragile Peace**

With the backing of regional and international mediators, Kiir and Machar signed a peace agreement in 2018, leading to Machar's return to Juba as the country’s first vice president. Despite this, the underlying political rivalry between the two men remains a major obstacle to lasting peace. Both Kiir and Machar have been accused of violating ceasefire agreements and continuing to undermine each other’s authority.

The latest flare-up comes at a critical moment for South Sudan, as the country struggles to recover from the devastation of the civil war. Although a peace agreement is in place, the political dynamics between Kiir and Machar, along with the involvement of external actors like Uganda, mean that the path to stability remains uncertain.

As Museveni’s visit highlights, the future of South Sudan is closely tied to the political survival of Kiir and the delicate balance of power between him and Machar. With Uganda’s military involvement and ongoing tensions, the international community will be watching closely to see whether the current crisis can be defused without a return to the horrors of civil war.
