Why Isn't Wales Represented on the British Flag?

The Union Flag is the flag of the United Kingdom and represents the constituent nations of England, Scotland, Wales, and Northern Ireland. However, the flags that went into making it, England's St George's Cross, Scotland's St Andrew's Cross, and Ireland's St Patrick's Cross leave Wales unrepresented. So why isn't there a Welsh element to the British flag?
