Too many three-year-old children with severe visual impairment are not walking Independently - and that is because under age six they need to first be able to stand still not holding on to anything and enjoy postural sway. Then walking independently grows from there.
Note on static standing: sighted children under six rely on their vision to stand quietly without holding a hand/furniture. Blind toddlers can also stand quietly in the middle of the room only they use haptic feedback. Haptic feedback examples are touching a couch or table, holding a parent’s hand, or wearing a pediatric belt cane.
