Obsessed creep

A bit of a backstory: This guy moved in about a year ago. The first time I met him he was really nice. It was just a short interaction while I was taking out the trash. Shortly after, him/or his company started taking the neighbors' recycling bins out of the alley. My next-door neighbor watched his cameras, saw who took it, and went and knocked on their door. He majorly freaked out, went to his house, called him every racial/ homophobic name he could think of, and said, " I should have shot you for knocking on my door." Now, this interaction had NOTHING to do with us. In fact, I only heard about it later that night, or maybe even the next day. Ever since that happened, he would yell at my husband and the 2 guys next door and call them f**gots, p**sy, etc. At first, we just thought he was confusing my husband with the guy next door because they look very similar, same hair cut, same build, both wear the same style glasses, almost the same height. Now, it's gotten to the point that even if he was mistaken at first, we do have a problem now. He's creepily obsessed. He drives out front of our house multiple times a day to scream at us, screams at us from out back, screams even when we're not outside, or even home. He still yells at the guys next door, me, my husband, and our kids. Apparently, this guy has no life and nothing better to do.
