নাগোর্নো-কারাবাখ অঞ্চল নিয়ে যুদ্ধে জড়িয়ে গেছে আর্মেনিয়া-আজারবাইজান। যুদ্ধে দিন দিন বাড়ছে দুদেশের নিহতের সংখ্যা। সোমবার (২৮ সেপ্টেম্বর) রাত পর্যন্ত নিহতের সংখ্যা বেড়ে দাঁড়িয়েছে ২০০ তে।
আন্তর্জাতিকভাবে স্বীকৃত আজারবাইজানের ভূখণ্ড কারাবাখ ১৯৯১ সালে দখল করে নেয় আর্মেনিয়ার সেনাবাহিনী। এরপর থেকে সাবেক সোভিয়েত ইউনিয়নভুক্ত দু’জাতির মধ্যে উত্তেজনা শুরু হয়।
নিরাপত্তা পরিষদের ৪টি এবং জাতিসংঘ সাধারণ অধিবেশনের ২টি প্রস্তাবনাসহ আন্তর্জাতিক অনেক সংস্থা দখলকৃত ভূমি থেকে আর্মেনিয়ার প্রত্যাবর্তন দাবি করলেও তা আমলে নেয়নি আর্মেনীয় সরকার।
১৯৯২ সালে ফ্রান্স, রাশিয়া এবং যুক্তরাষ্ট্রের সমন্বয়ে সংকট সমাধানের উপায় খোঁজার জন্য মিনস্ক গ্রুপ তৈরি হয়। ১৯৯৪ সালে একটি শান্তি চুক্তিও সই হয়। কিন্তু সংকট নিরসনে তা ভূমিকা রাখতে পারেনি।
আজারবাইজান এবং আর্মেনিয়ার মধ্যকার এই লড়াই তুরস্ক এবং রাশিয়াকে আরও একবার মুখোমুখি করেছে। পশ্চিমা চাপ ও ভীতি উপেক্ষা করে তুরস্ক বিভিন্ন ক্ষেত্রে রাশিয়ার আরও কাছে এলেও সিরিয়া এবং লিবিয়াতে পরস্পরবিরোধী অবস্থানে আছে আঙ্কারা এবং মস্কো।
তুরস্ক এবারে খুব হাঁকডাক দিয়েই আজারবাইজানের পক্ষ নিয়েছে। প্রেসিডেন্ট রিসেপ তাইয়্যিপ এরদোগান, তার উপদেষ্টারা, তুর্কি সেনাবাহিনী, দেশটির প্রধান রাজনৈতিক দলগুলোসহ আপামর জনসাধারণ বাকুর সঙ্গে একাত্মতা ঘোষণা করেছে।
আজারবাইজানের সঙ্গে এমনিতেই তুরস্কের জাতিগত মিল এবং ঐতিহাসিক সম্পর্ক রয়েছে। তুরস্ক এবং আজারবাইজানকে বলা হয় ‘দুই রাষ্ট্র এক জাতি।’ তুরস্ক এ দেশটিকে প্রকৃতপক্ষেই ভ্রাতৃপ্রতিম দেশ হিসেবে মনেপ্রাণে বিশ্বাস করে। এ ছাড়াও দেশটি এখন তুরস্কে প্রধান গ্যাস রফতানিকারক দেশ। এ ছাড়া নাগরনো-কারাবাখ অঞ্চলের অবৈধ দখলের বিরুদ্ধে তুরস্ক সবসময়ই সোচ্চার ছিল।
আবার রাশিয়া সেই সোভিয়েত আমল থেকেই আজারবাইজান এবং আর্মেনিয়ার ওপর খবরদারি করে আসছে। দুইও দেশের সঙ্গে মস্কোর সম্পর্ক দহরম-মহরম। তবে রাশিয়া সবসময়ই আর্মেনিয়াকে আরও বেশি সামরিক, রাজনৈতিক এবং অর্থনৈতিক সহযোগিতা করে আসছে। এখন পর্যন্ত আজারবাইজানের পক্ষে সরাসরি সমর্থন জানিয়েছে তিনটি মুসলিম দেশ। ওই দেশগুলো হলো- তুরস্ক, পাকিস্তান ও আফগানিস্তান।
