Draining Another Swamp

This is a job I looked at last year but wasn't quite this bad. These homes are right behind a commercial piece of property that was used as a dump site for road jobs in town. The contractor brought the grade up so much and is now forcing the water onto the neighbors property. The worst part the homeowners are not getting much help from the city, all they have done is install an 18" pipe for the water to drain into a ditch that runs along the property. But nothing was grading to run to the pipe, so I am coming in to cut a ditch to the pipe and hopefully get the water to drain off and things to dry up. With how slow its draining it's saturating the area around the houses and causing more damage. I only had time to get the first yard draining and are planning to come back next week to do the others.
