Tech Box: Continuity Government

They must be hiding in the ground, somewhere far from anywhere else, with a radio tower, or a satellite, and a road.

"A continuity government will keep a nation functioning, even after a decapitation."

Three hundred, four hundred, a thousand men and women somewhere, deep underground, probably for months at a time.

"The incubation of modern agents can be indefinite."

They couldn't just swap shifts. They must be two overlapping.

"One with a mandate, and one as an auxiliary. Sterile and untainted by the surface."

Would they rise up, or just rule from below? What if the complex failed? What if there were a coup?

"The continuity government would be answerable to any surviving appointed official, to a degree."

A general doesn't answer to a councillor. If it were sterile, no one elected would be there. It's own directives established long ago, focused on survival on the legend and flag, living forever in the echoes of fluorescent chambers and black corridors.

"Better to reign in hell."

The doors must be shut, even now they wait.
