Vactan Treatment Questions? ST220 Chassis

Well, this is abit of a random video between videos, however I hope everyone had a nice Xmas and that every has a brill New Year. Anyway the reason for this little video is, i am a tad confused here as i though the idea of Vactan was to help reduce rust. However I have started to notice that where it was bear metal that there is now a rust looking surface. I have done some research and apparently this is normal but something is bugging me on this so just wanting to get others opinion on the matter.
