Is War Thunder Pay To Win?

War Thunder, like any other free to play game, has to come up with alternative monetization schemes to keep itself running. It's pretty common for free to play games to have pay to win mechanics which incentivize players to spend money. Does War Thunder do the same thing? With the inclusion of things like bushes, one could certainly make that argument.
