Italy Threatens to Quit EU Defence Deal — Here's the Ultimatum Behind It

In a significant diplomatic move, Italian Prime Minister Giorgia Meloni has sent a formal letter to European Commission President Ursula von der Leyen, warning that Italy could abandon the EU's SAFE defence financing programme unless Brussels extends budget flexibility to cover energy-related spending.

The Security Action for Europe (SAFE) instrument is a joint EU borrowing scheme designed to strengthen the bloc's defence capabilities and help member states hit rising NATO spending targets. Currently, EU rules allow countries to exceed deficit limits specifically for defence spending — a flexibility known as the "National Escape Clause" — but the same exception does not apply to energy crisis measures.

Meloni is demanding that this clause be temporarily extended to energy investments and emergency relief measures. Without it, Italy would need to keep its budget deficit below the EU's 3% of GDP ceiling — limiting its ability to fund energy aid packages potentially worth more than €30 billion (approximately $34.9 billion) for households, workers, and businesses hit by surging energy prices.

"We cannot justify to our citizens that the EU allows financial flexibility for security and defence, but not to protect families, workers, and businesses from a new energy crisis," Meloni wrote, according to Reuters.

The EU has so far maintained that the energy situation does not justify deviating from fiscal rules. Italy had already signalled last month that mounting energy costs could make it difficult to meet its defence spending commitments.

This standoff reflects a growing tension inside the EU between fiscal discipline and the real economic pressures facing member states — and Italy's move could influence how other governments approach the same dilemma.
