Titanic's Lifeboats Had 472 Empty Seats While 1,500 People Drowned

The Titanic's lifeboats had 400 empty seats when they launched — and the crew left them empty on purpose, following company orders.

• Lifeboat 1 — called 'The Millionaire's Boat' — launched with just 12 people in a boat built for 65, carrying Sir Cosmo and Lady Duff Gordon
• The very first lifeboat deployed at 12:45 a.m. left with only 28 passengers aboard despite a certified capacity of 65
• All 20 lifeboats together held 1,178 people — enough for every single death that night — yet launched at just 60% capacity
