CMS Outpatient Surgery Expansion Could Reduce Access to Skilled Nursing Care

CMS is proposing to remove another 637 procedures from the inpatient-only list as part of its 2027 Hospital Outpatient rule, continuing its shift toward outpatient surgery. While advances in surgical techniques support faster recovery, the change could reduce access to Medicare-covered skilled nursing care because many traditional Medicare beneficiaries would no longer meet the required three-day inpatient stay. Industry groups warn that patients who still need post-acute rehabilitation may face coverage challenges, increasing the importance of discharge planning and coordination between hospitals and skilled nursing providers.
