There are many cruise companies plying this route at all sorts of prices, depending on the service you want. If you want the cheapest, no frills cruise then go with Sehir Hatlari. It is the official Instanbul transport company that provides public transport.

Their sailings go to 6 ports on both sides of the Bosphorus Straits between Eminonu Port and Anadolu Kavağı near the Black Sea. The trip takes 1.5 hours each way and you can have 3 hours to explore around Anadolu Kavağı.
