Professor Adam Tomkins Gives his Opinion on the SNP's White Paper

Professor Adam Tomkins, a specialist in British constitutional law and the John Millar Chair in Public Law at the University of Glasgow, gives evidence to the Scottish Affairs Committee.

He taks about the SNP's White Paper and their claim that they would not take on any debt if they do not get sterling. Tomkins says sterling is part of an institution that is the UK's monetary system, and this would remain with the continuing UK. But Scotland would be required, under international law, to take on a share of the debt.

The criticism of the White Paper is in contrast to the UK government's Scotland Analysis papers (https://www.gov.uk/government/topical-events/scottish-independence-referendum), which have not once been criticised by a leading expert in law, economics, or any other area.
