Carrier 4 ton Central AC Not Cooling with Low Pressure Error

Checking out this Carrier 4 ton R410A system which services the front 1st floor zone of this home. End of last cooling season it stopping performing, the HVAC contractor came and didn't come back - at the request of the homeowner!
