MANILA, Philippines — Chaos ensued inside the Senate building as authorities moved to arrest Sen. Ronald “Bato” dela Rosa, who has been holed up there since Monday after the International Criminal Court made public its arrest order against him.

Several gunshots were heard on the second floor of the Senate halls as heavy law enforcement presence was deployed in the area.

Interior and Local Government Secretary Jonvic Remulla arrived at the Senate and said authorities did not yet know who fired the shots.
