New COVID Mandates for Puerto Rico starting Thursday, September 2, 2021.
Puerto Rico to impose new measures from Sept. 2-23.
EXTENDED UNTIL OCTOBER 14, 2021
Dry Law - No alcohol to be served from 12 a.m.-5 a.m. Private establishments to close during those hours. Masks are not required outside, unless social distancing is not possible.
Social activities such as concerts, weddings, birthdays and anniversaries also will be banned after Midnight.
Elective surgeries that require the use of intensive care units will be prohibited.
This is not a curfew. Excluded from this provision in terms of hours are private operations that do not serve public. Examples are manufacturing, construction, agriculture, as well as health-related services and vaccination centers.
Also excluded from the Midnight restrictions are funeral services, ports, airports, media, security services, transportation and utilities. Midnight restrictions do not apply to gas stations, supermarkets, shops of basic necessities, restaurants with a delivery model, food services in hotels and inns for hotel guests.
Included in the new order, is boats tying up together, also known as "rafting", and anchoring on beaches, keys and islets less than 100 feet from the shore is prohibited, with the exception of the use of mooring buoys for a solo boat.
The measures will be in effect Sept. 2-23 and affect businesses including restaurants and theatres.

Proof of vaccinations or negative COVID test required for employees or guests of paradors, AirBnBs and any short term rentals are included in these requirements.
If you are staying more than 1 week and are NOT vaccinated, you will need to submit a new negative test every week to your hotel, parador, AirBnB or short-term accommodation.
Proof of vaccination or weekly negative test applies to all those working in health & medical facilities, hotels and short-term rentals, and government contractors who meet with officials in person.
Restaurants, beauty salons, barbershops, beauty salons, spas, gyms and casinos must require proof of vaccination from both employees and customers. These businesses that do not check customer vaccination status, must reduce to 50% capacity.
Owners and managers must require proof of vaccination from workers at beauty salons, barber shops, nail salons, spas, gyms, day care centers, supermarkets, markets, casinos and gas station convenience stores.
The executive order (OE 2020-037) that requires evidence of vaccination or a negative COVID-19 test for all passengers arriving on the island remains in force.
All arriving passengers to Puerto Rico age 2 years old and over are required to submit a travel declaration with contact tracing info, and EITHER proof of vaccination OR proof of a negative COVID-19 test (PCR molecular-based or antigen) or
If you are arriving from the States and you are fully vaccinated, you do not need a COVID test. International passengers still require negative test upon entry.
Serological tests and rapid tests are not currently accepted.
If you are un-vaccinated and do not have negative results when you arrive to PR, you have 48 hours to produce those results or you will be fined $300 per person.
Face masks are mandatory at all Puerto Rico airports.
