Inducer Motor Not Starting Unless Pushed

I am doing air conditioning maintenance and find out one RTU units not heating. I jump the thermostat to make heat come on. I hear a click but nothing happens. I spin the draft inducer and it starts operating. Next I check the run cap that is rated 4 mfd and test at 0 mfd. Therefore, I replace the run cap and the inducer motor starts right up without any hesitation.
