Vancouver, Washington bans people from standing on medians, lane dividers in the city

Vancouver city councilmembers unanimously approved an amendment to a public safety ordinance Monday night that will prohibit people from standing on medians, traffic islands, and lane dividers on roads throughout the city.

According to the council, this change is intended to improve safety for pedestrians and drivers on busy roads, including Mill Plain Boulevard and the City Center exit.

Councilmember Ty Stober said the amendment is not intended to criminalize people who are standing in medians or on lane dividers.

People found standing in prohibited areas will not face fines or significant penalties. Instead, the ordinance gives police officers the authority to engage with people in roadways and direct them to move to safer locations.

According to city data, Vancouver recorded more than 120 serious injuries on its roads between 2016 and 2025.
