In a recent Lok Sabha session, Poonamben Maadam, Member of Parliament from Jamnagar, praised the efforts of the Indian government under the leadership of Prime Minister Narendra Modi for modernizing and expanding the Indian Railways. Highlighting the development and modernization of the railway system, she acknowledged the significant steps being taken in various sectors, including doubling tracks, electrification, and the introduction of the Vande Bharat train, which have all benefited her region.
Maadam raised an important concern regarding railway security and safety, particularly for women and children. She asked the Railway Minister, Ashwini Vaishnaw, about the current security measures for women passengers, noting the substantial presence of women in the Railway Protection Force (RPF). She questioned whether this increased presence has led to measurable improvements in the safety and security of female and child passengers. Additionally, Maadam inquired about periodic reviews of safety provisions and the adequacy of the women personnel in the force.
She also sought clarification on the budgetary allocations for safety and security over the past decade, especially in comparison to the previous 60 years.
Railway Minister Responds to Concerns on Women and Children's Safety
In response, Railway Minister Ashwini Vaishnaw acknowledged the importance of the issue raised by Maadam and detailed the steps taken by the Railways to ensure safety and security for women and children. Vaishnaw highlighted the installation of CCTV cameras at numerous stations, with plans for more stations to be equipped in the coming months. The minister emphasized that 9.4% of the Railway Protection Force now comprises women, and their role has proven highly beneficial, particularly during large events like the Maha Kumbh, where female personnel played a pivotal role in maintaining safety.
Vaishnaw also pointed to the improvement in the 139 helpline number, which now operates with an advanced war room system for real-time monitoring and rapid response. Additionally, special provisions for lower berths in all classes of trains have been implemented for women passengers to ensure comfort and safety.
Regarding the safety record of Indian Railways, the minister shared encouraging data: while around 700 accidents occurred annually during Lalu Prasad Yadav's tenure, and around 400 under Mamata Banerjee's leadership, the number has now dropped significantly to just 81 in the latest financial year. Vaishnaw credited the improvement to ongoing efforts, including technological upgrades, procedural changes, and enhanced training.
Steps to Improve Crime Reporting and Coordination with State Police
Further addressing Maadam's concerns, Vaishnaw also discussed measures to improve crime reporting during train journeys, particularly in cases where passengers face delays in filing FIRs or accessing law enforcement officers. He assured that coordination between the Railway Protection Force (RPF) and Government Railway Police (GRP) in different states is ongoing to address these issues. Additionally, he mentioned the implementation of a "Zero FIR" provision under the new legal framework, which allows complaints to be filed regardless of the jurisdiction. This will facilitate smoother and faster reporting of crimes across the railway network.
