It's been a long time coming, but hopefully this video sheds some light on at the very least, how he uses the character for tournament play.

This video covers all 3 areas of Sorceror and how to best utilize all 3 of his spells. The Armour, Chip and Meter Drain Spells. This may not necessarily be how to use Quan Chi as a whole, but more of a video compiling a lot of the tech that Ketchup uses in tournament/high level play.
