Why is Russia hiring Syrian Mercenaries to Fight in Ukraine?

Following a week of Russia's invasion of Ukraine, the Ukrainian government announced the creation of the 'Ukrainian Foreign Legion' and invited volunteers with military experience from around the world to come to Ukraine to fight against the Russians. Last week, the Russian government's press secretary announced that Russia would be employing the services of Syrian mercenaries from Bashar Al-Assad's army to join the fighting in Ukraine.
