Drain Cleaning - Blocked Drain for Whole House

Blocked drain with roots about 10 feet out from 4 unit senior living neighborhood. It's a common drain on private property, so even though the clog is in the sewer main, the homeowners association has to pay for all the work on the property. They won't pay to dig up and fix the problem. So when the sewer backs up into the units, we get called to come clear the drain. I would move if I lived there.
