Troy Bilt Bronco rider Briggs valve adjustment and getting it running (Pt 1)

This Troy Bilt Bronco riding mower needs a little work but is not too bad. First off I try to get it running as the valves are out of adjustment and it is hard to turn over. I believe the camshaft lobes are worn as it turns over okay after getting over the "hump" of the first revolution. In my opinion not bad enough to break into it and put a new cam in it. What do you all think?
