RV parking at Walmart - RV overnight: NO!, cars: 2 YEARS!! OK!

How long can you park on Walmart parking lot? It depends! Walmart is continuing cutting and disallowing RV parking overnight on their lots. Why? I am finding that this is not enforced on cars at all. On one Walmart parking lot near where we live, there is a car that has been sitting there for almost 2 years and nobody noticed?
Are the employees so disinterested to report abandoned cars (despite doubling minimum wage) or, does the management just doesn't care.
