TikTok's Addictive Design Breaches the DSA According to EU Commission
Edited Clip from the European Commission’s Midday Press Briefing (6 February 2026) on the Commission’s preliminary view that TikTok’s “addictive design” may be in breach of the EU Digital Services Act (DSA).
This is an edited (transformative) version created to improve accessibility. The Commission spokesperson explains why certain product features are viewed as driving compulsive use risks, with a particular focus on minors and late-night usage patterns. The Commission highlights design elements such as infinite scroll, autoplay, push notifications, and highly personalised recommendations. The spokesperson also argues that existing measures (including screen-time management and parental controls) are not effective enough, and that TikTok did not adequately assess and mitigate the related risks, as required under the DSA for very large online platforms.
The clip also covers the next procedural steps: TikTok can respond and exercise its rights of defence. The Commission may later adopt a non-compliance decision, which can lead to penalties of up to 6% of the company’s global annual turnover.
