This is a legal duel where national sovereignty and economic interest are at stake. Brussels has already passed a package of policies to shield against Washington strikes. But it is not clear it is going to work at all.
Meanwhile, European companies like Citroen and Vodafone are being attacked by two sides: if they stay in Iran, US will punish them, if they leave, EU will do.
