Why does this government official remain sitting even when Prime Minister Modi is standing in front of him while filing his nomination? Who is this? See, the government officer in front of whom all the leaders, be it MP or Prime Minister, file their nomination papers is called the Returning Officer. He is generally the DM of that district, who is Under Section 21 and 22 of the People's Representative Act, the Election Commission is appointed for 3 years to conduct elections. As far as sitting in front of the PM is concerned, the Returning Officer is the only 'legal authority' on whom no one can issue orders! And due to government protocol, the Returning Officer remains sitting on his chair during the nomination process! Just as no judge stands in front of any big leader in the court, in the same way the Returning Officer also does not stand in front of any leader!
