Cities, the most trusted level of government in both Europe and North America, can be lighthouses for liberal democracy leading the fight against democratic backsliding. This session will explore the role of cities in strengthening democracy and how international engagement can support this effort. How are these cities influencing national politics? What is the level of threat to democracy? What could and should the EU do? How has the changing political context changed the situation for these cities?
