What to do with Fennel stems and leaves?

These were volunteer fennel plants that started late and did not form large bulbs. I am using the stalks and using/preserving the leaves and thought you'd like to know how that's done.

Fennel tastes like VERY mild licorice and gives an amazing flavor, especially to fish.
