Wisconsin TJD Engine Runaway, Howard Gem Rotatiller First Start & Repair.

Governor was rusted in place. Engine started & throttle was held wide open due to governor being frozen. The governor closes the trottle as the engine speeds up & also opens the throttle when the engine is under load. Maintaining a steady rpm as engine load increases or decreases. Eliminates having to give it more throttle or less throttle as machine is working.
In the video I free the governor & sand the rust off the governor shaft to ensure it will function properly. Please subscribe for more videos.
