The exploitative conspiracy buried with the National Education and Training for Health Policy 2025!

Buried within the #NationalEducationandTrainingforHealthPolicy 2025 is a conspiracy that most Ugandans have missed in relation to the ongoing struggle between #MedicalInterns and the Ministry of Health. This conspiracy or exploitation is titled 'Training with Production Model', probably on page 54 of the policy.

According to this concept explicitly designed and encouraged by the Government, Health training institutions are to act not as Health training institutions only but also money-generating businesses. The idea is that schools should open up clinics, hospitals, laboratories, and pharmacies and then use the students they train as 'Self-funded Workforce', thus saving resources on staff hiring and ensuring sustainability of the schools.

At the surface, the concept looks fair and unharmed. After all, the student will be gaining from the exposure and practice, the same way the argument is arguing for interns. They are learning. However, when examined deeply, it is exploitation.

Why do I think so? It is because the student lives a life of spending on almost everything, from school fees to internship fee and costs, to end up unemployed, for even the Government recognises that there are no jobs. Instead, the policy cites labour export as an option for the student who will have spent their time and money on the endless Education and Training. And as the student and their parents foot the bill for job hunting abroad or even get their first sweat-filled pay from Saudi Arabia, the same Government will get taxes.
