Driver waits to long to turn right. 12/19/2020 3:43PM Greensboro NC

Driving down a local street today I observed a black SUV waiting to turn right at a stop sign. They were a little out in the road. As I was deciding if I need to go into the center lane to be sure I don't clip their front end they pulled out. Why do people do this? There was no one behind me so waiting the 5 seconds for me to pass them would not have made any difference to anyone and it would have been a lot safer. 12/19/2020 3:43PM Greensboro NC.
