S2006 allows creation of a Thorium Bank, which will eliminate the "Thorium Problem". https://www.govtrack.us/congress/bills/113/s2006

Almost all rare earths are already being disposed of in non-rare-earth-specific mines. These extremely useful materials are not refined because to concentrate heavy rare earths would also concentrate thorium, an unwanted byproduct.
