Executive orders are not law! ?? or are they???

Violation of Michigan Executive Orders is a misdemeanor, according to reports, but how can that be? Doesn't it take the house and senate to vote on a bill, then that bill goes to a governor to get signed into law? How can one person possibly issue a decree that carries with it a criminal penalty?
