MAD OFFSET - Flipping the center on Steel wheels

Incomplete video on how to mod steel rims to get a mad offset.
The video seems to show a finished crooked rim, but that isnt the case. RoughBalanced it several times and took it to an tyreshop and it was 00-15 unbalance = Better than it was unmodifyed..
